In 2006, as current members of the Christ Force Baptist Church in Compton, CA, Pastor Frank Starks III and his wife First Lady Cassandra received a vision from God that would minister to the youth in the rough neighborhoods of Compton. This was a bold and non-traditional vision which would need the commitment of time, resources, and labor of the congregation in order to fulfill the purpose of the vision for the inner city youth. So the people gathered supplies and immediately went to work around the clock, literally non-stop for 4 days and 3 nights to build the BMX Bike Park which was immediately received into the community and word of its location quickly spread throughout the country and northern Mexico. Subsequently the crime rate for Compton, CA was dropping in numbers and there was unity among youth of all ethnicity, ages and culture who joined in to compete and participate in the growing BMX sport games. Families were cheering together as they encouraged their teens in these exciting time productive activities.

“But as it is written:
Eye has not seen, nor ear heard,
Nor have entered into the heart of man
The things which God has prepared for those who love Him.”

An encouraging Word was given during these events and ministry had taken place to bring the people to salvation. The mayor and politicians took notice and supported the events as well and in the mid;st of it all, the bike park was closed, the built items were donated to Mexico, and the camaraderie of the youth from all over the country dissipated from the location in Compton. The feeling was somber but there was joy in seeing the work of God in this new Ministry that was sparked by the BMX Bike Park in Compton, CA.

 

“The Spirit of the Lord God is upon Me,
Because the Lord has anointed Me
To preach good tidings to the poor;
He has sent Me to heal the brokenhearted,
To proclaim liberty to the captives,
And the opening of the prison to those who are bound;
2 To proclaim the acceptable year of the Lord,
And the day of vengeance of our God;
To comfort all who mourn,”
Isaiah 61:1, 2

After the closing of the bike park, determined to continue with its success to reach the youth and strengthen families, Pastor Frank Starks and his wife First Lady Cassandra left their church home to build upon the vision God gave them with the bike park to start Heirs International Ministries. Shortly after the couple’s departure, many members of the congregation followed suit to join them in the vision they had also worked in being a part of. They took meetings and within a few months, filed for a tax id number and resurfaced with their first Sunday service at Mayfair Park in Lakewood, CA. Upon asking for direction, the next following Sunday they started worshiping in Long Beach, CA for the following year and then took partnership with an old friend in ministry in Orange, CA before now settling in Anaheim, CA for the past year. Pastor Starks and His wife First Lady Cassandra are parents of 3, have been married for over 27 years and are marriage counselors as well as foster parents which are results of their desire to restore families.
Heirs International Ministries is Christian, non-denominational, multicultural and diverse ministry with many gifts and talents within their congregation. Pastor Frank Starks III is a walking testimony to anyone who has been or desires to be transformed by the miracle working powers of our Lord and Savior Jesus Christ. As a man of many gifts, among them Pastor Starks is natural born leader, accredited teacher, author, innovator, humanitarian, entrepreneur and friend. His gifts of interceding for the masses has blessed many who bear witness to how the fever of Pastor Starks uplifts and encourages those he comes into contact with. Along with his wife Cassandra, Pastor Frank Starks continues to labor towards positioning himself to be used by the Holy Spirit while teaching others to do the same. The power couple of Heirs International Ministries are gifted with a giving and forgiving heart. The maturity of their walk as well as their genuine love for God with their pursuit in growing closer to Him is evident.   As the son of Frank Starks II and Corrine, Pastor Frank is one of three brothers who answered the call to minister to God's people. He takes honor in the privilege to handle God's word and receive blessings for his obedience, because like every one of God's children, he remembers the things God has delivered him from and the very moment he received his salvation. Currently, as the Father of 3, Frank Jr, Leila & Camille. Pastor Starks and his wife Cassandra continue to give their time and love as foster parents, and they minister to other foster parents as well. Pastor Starks is an advocate for family as he and his wife are marriage counselors. Together, they teach their congregation how to be "Rescue workers."
